Public Notice NHPA1 Seeking Public Comment for FEMA-funded Elevations of 31 Residential Structures in New Orleans Among the 31 properties proposed for elevation are 7027 Green Street, 3420 Palmyra Street, and 4601-03 South Prieur Street (left to right) As part of FEMA's Flood Mitigation Assistance Grant Program, the City of New Orleans is requesting that FEMA provide funds to elevate 31 residential structures on properties at 1517 Broadway, 1815 South White Street, 1819 South White Street, 1825 St Ferdinand Street, 2535 Peniston Street, 2536 Octavia Street, 2730 Jefferson Avenue, 2815 Joseph Street, 2833 General Pershing Street, 3040 Octavia Street, 3101 Octavia Street, 3331-3333 Jefferson Avenue, 3405 Octavia Street, 3411 Octavia Street, 3420 Palmyra Street, 3424 Vincennes Place, 3430 Vincennes Place, 344 Audubon Street, 412 South Hennessey Street, 4128 Fontainebleau Drive, 4412-4414 South Tonti Street, 4422 South Miro Street, 4513 South Tonti Street, 4537 South Rocheblave Street, 4546 South Galvez Street, 4601-4603 South Prieur Street, 4934 South Galvez Street, 5119 Clara Street, 5416 South Tonti Street, 5521 South Galvez Street, 7027 Green Street. Section 106 of the National Historic Preservation Act (NHPA)requires FEMA, as the funding agency, to determine if any of the properties are historic (listed in or eligible for listing in the National Register of Historic Places, NRHP); to assess the effects the project will have on historic properties; to seek ways to avoid, minimize, or mitigate any adverse effects to historic properties; and to evaluate the proposed action's potential for significant impacts to the human and natural environment. These houses are located within the boundaries of NHRP-listed historic districts of Broadmoor, Carrollton, Mid-City, and Uptown. FEMA proposes to mitigate any adverse effects of the project in two ways. First, by requiring design reviews of each building before elevation construction begins. And, second, by documenting each building before elevation with photographs and a record of the building's history. Any member of the public is encouraged to provide views on how the project may affect historic properties and ways that these effects may be avoided, minimized, or mitigated.
