Section 106 of the National Historic Preservation Act (NHPA)requires FEMA, as the funding agency, to determine if any of the properties are historic (listed in or eligible for listing in the National Register of Historic Places, NRHP); to assess the effects the project will have on historic properties; to seek ways to avoid, minimize, or mitigate any adverse effects to historic properties; and to evaluate the proposed action's potential for significant impacts to the human and natural environment.

These houses are located within the boundaries of NHRP-listed historic districts of Broadmoor, Carrollton, Mid-City, and Uptown. FEMA proposes to mitigate any adverse effects of the project in two ways. First, by requiring design reviews of each building before elevation construction begins. And, second, by documenting each building before elevation with photographs and a record of the building's history.

Any member of the public is encouraged to provide views on how the project may affect historic properties and ways that these effects may be avoided, minimized, or mitigated. To help develop a course of action for this project, FEMA is requesting your input by November 9, 2020.
